NHTSA Spent $665 Million on Speed Campaigns. Virginia Just Made a Judge Do It Instead.

NHTSA is running a campaign called “Speeding Catches Up with You” through the end of July, and during those twenty-five days, roughly 687 Americans will die in speed-related crashes if 2025’s numbers hold, one dead person for every fifty-two minutes the campaign is live.

The agency calls it progress: 10,035 speeding deaths in 2025, an 11 percent decline from 2024’s 11,288, announced alongside $665 million in traffic safety grants and a press event at an esports arena in Fairfax County, Virginia.[5]

Three miles from that esports arena, something quieter happened this month. Virginia’s new Intelligent Speed Assistance law took effect, allowing judges to order a GPS-based speed limiter installed on any vehicle whose driver was convicted of reckless speeding or street racing, a device that knows the posted limit and physically won’t let the car exceed it.[1] The state is treating velocity the way it treats blood alcohol content: not as a messaging problem but as a behavioral failure that technology can physically constrain.

Virginia is the second jurisdiction to do this after D.C., with Washington State, Georgia, New York, and Maryland following, all with bipartisan support.[2] NHTSA has not mandated ISA in new vehicles for anyone, even though the EU made it mandatory on every new car sold since July 2024 and New York City tested ISA on 270 fleet vehicles and measured a 64 percent reduction in speeding.[3][4]

The cost comparison is stark: NHTSA’s $665 million in grants covers impaired driving, seatbelts, and speed enforcement combined, roughly $66,000 per speeding fatality in awareness spending, while Virginia’s ISA devices cost between $500 and $1,000 per installation, meaning you can prevent a speeding death for less than the monthly payment on the car doing the speeding.[5]

The strongest case for campaigns is general deterrence: you cannot put ISA on every car, the average vehicle on American roads is 12.6 years old, and mandates would take decades to reach fleet saturation. But seven years of campaigns and grants have delivered us back to roughly the same speeding death toll we had in 2019, before a pandemic convinced drivers that empty highways were qualifying laps, and the line on the chart has drifted back to a floor that was already unacceptable.[6]

Virginia treated the problem like an engineering constraint, and NHTSA treated it like a creative brief. One puts a device on the car; the other puts a billboard on the highway and hopes the driver reads it before the speedometer passes 90.

Speeding catches up with you, the billboards say. In Virginia, as of this month, the GPS already has.
