The One Percent Defense: 884,000 Recalled, Automakers Say Relax
Two automakers recalled 884,186 vehicles in a single week for defects that can set engines on fire. Both immediately told the public not to worry. Roughly one percent of those cars, they said, actually have the problem.
Ford's contribution: 565,691 Broncos and Bronco Raptors from the 2021 through 2026 model years, recalled because the engine wiring harness can chafe against surrounding components, short-circuit, and ignite.[1] Fifteen fires have been confirmed so far, seven in Raptors and eight in standard Broncos. No injuries. The fix is sheathing and abrasion tape, applied free at dealers starting late August. Ford estimates that approximately one percent of the recalled population contains the actual defect. That puts the number of genuinely fire-prone Broncos at about 5,657.
BMW's contribution: 318,495 vehicles spanning the 2 Series, 3 Series, 4 Series, 5 Series, X3, X4, Z4, and the Toyota Supra, all sharing the B48 four-cylinder engine and its Valeo-supplied starter motor.[2] The starter's internal component wears prematurely, overheats, and can catch fire during ignition or while driving. BMW traced the flaw to a specific Valeo production run. Anticipates less than one percent, possibly under a tenth of a percent, of the fleet is at risk. This is an expansion of a January recall that originally covered 87,394 vehicles and has now ballooned to nearly four times that number.[3]
So the message from both companies is: yes, we recalled nearly 900,000 vehicles for fire risk, but only about 9,000 of them might actually catch fire. Sleep well.
The problem is what happens next.
NHTSA's own recall completion data, updated January 2025, shows that the weighted average completion rate for vehicle recalls initiated between 2010 and 2022 is 61 percent by the fifth quarter.[4] Not 61 percent eventually. Sixty-one percent at maturity, the point where the curve flattens and most owners who were going to act already have. For electrical system recalls specifically, the number drops to 51.5 percent, the lowest of any component category NHTSA tracks.[5]
Neither Ford nor BMW can tell individual owners whether their specific vehicle has the defect. Ford knows the wiring harness lacks abrasion protection across the entire 2021-2026 production run but cannot pinpoint which engines developed the chafing pattern that leads to a short. BMW traced the defective starters to a Valeo production batch and could theoretically narrow the population, yet the recall covers the full B48 fleet anyway. Owners receive a letter, and most will bring their car in, wait at the dealership, and be told everything looks fine. A meaningful percentage will not bring their car in at all.
Run the math on Ford's Bronco recall: if one percent of 565,691 vehicles are genuinely defective, that is 5,657 fire-prone Broncos. The recall spans six model years, so the fleet skews older: 2021 and 2022 models are four to five years old, where NHTSA data shows completion rates around 60 to 70 percent; 2025 and 2026 models are under warranty and newer, pushing closer to 80 or 85 percent. Weight it by the production distribution, which is heavier toward older model years where cumulative sales are larger, and a reasonable blended completion rate lands around 65 percent. That means roughly 368,000 Broncos get inspected. Of the 5,657 that are actually defective, statistical expectation says about 3,677 get caught and fixed.
The remaining 1,980 defective Broncos stay on the road with exposed wiring that Ford's own engineering team identified as a fire hazard.
For BMW, the math is similar but the fleet is slightly newer on average (the 2021-2025 build window means most are two to four years old). Apply a 65 percent completion rate to roughly 3,185 defective vehicles and you get about 2,070 repaired, leaving approximately 1,115 BMWs with fire-prone starters in daily service.
Combined: roughly 3,100 vehicles with known fire defects will likely never be repaired.
None of this is hypothetical. It is arithmetic, built from the automakers' own defect estimates and NHTSA's own completion data. And it understates the problem, because NHTSA's 61 percent figure is an average across all vehicle types and all defect severities, including recalls where the fix is a software update pushed over the air. Physical dealer-visit recalls for fire risk, the kind that require scheduling an appointment, driving to the dealership, and leaving the car for hours, historically perform worse than the average.[6]
There is a reasonable counterargument. The "one percent" disclosure is genuinely useful information for consumers. A recall where every single vehicle is defective is categorically different from one where 99 out of 100 are fine, and owners deserve to know where they fall on that spectrum. Panic-driven rushes to dealers benefit nobody, least of all the owners with actually defective vehicles who now face longer wait times. BMW demonstrated real engineering diligence by tracing the flaw to a specific Valeo production sequence, and VIN-level risk stratification, while not yet standard in NHTSA's notification system, would be a meaningful improvement over the current blanket-letter approach.
But the counterargument does not change the completion math. The one percent defense is a statement about probability per vehicle. Recall completion is a statement about the population that responds. When you multiply a small defect rate by a large recall population and then subtract the owners who never show up, you get a residual pool of fire hazards measured in the thousands, not the dozens. The "relax" framing treats recall participation as someone else's problem. It is not. It is the entire mechanism by which defective vehicles get fixed, and it has a 39 percent failure rate baked into it.
If you own a 2021-2026 Ford Bronco or Bronco Raptor, check your VIN at nhtsa.gov/recalls now. Do not wait for the mailed notice, which Ford says will arrive between August 24 and August 28. If you drive a 2021-2025 BMW 3 Series, X3, X4, or any other B48-powered model, same advice: check your VIN, schedule the starter replacement. The one percent number is not about your car specifically. It is about the fleet. And fleets do not bring themselves to dealerships.
