Every New Car in Europe Has a Speed Limiter. America Has Not Started Writing the Rule.

On July 7, 2024, the European Union began requiring every new car sold on the continent to include Intelligent Speed Assistance, a system that reads road signs and GPS data to detect the speed limit and alerts the driver when they exceed it.[1] Some versions nudge back on the accelerator. Drivers can override the alert, but the system reactivates every time the engine starts. Two years later, every new Renault, Volkswagen, and Fiat rolling off a European lot has this technology baked in. The European Transport Safety Council estimates it will eventually cut road deaths by 20 percent.[2]

America tested the same technology. New York City installed ISA on 500 fleet vehicles and tracked them over 2.9 million miles. Speeding dropped 64 percent compared to the control group.[4] London ran a parallel trial on 360 vehicles and got a 62 percent reduction.[4] NYC liked the results enough to expand the program to 2,100 vehicles with a $2.4 million federal grant. NTSB recommended the United States adopt an ISA mandate.[5] Nothing happened.

That was two years ago. NHTSA has not published a notice of proposed rulemaking, no draft rule, no timeline, no public docket. An agency that tracks speeding-related fatalities with actuarial precision has produced zero pages of regulation to address them with the technology that two separate American-soil trials proved works.

Professor Oliver Carsten at the University of Leeds modeled ISA deployment over 60 years and called it "the biggest intervention since compulsory wearing of seatbelts." His research found that a 1 mph reduction in mean traffic speed correlates with a 5 percent drop in injury crashes. Full compliance with existing speed limits in Great Britain would cut fatal crashes by 50 percent.[6] Apply even the conservative 20 percent ETSC estimate to the roughly 12,000 annual US speeding deaths and you get 2,400 people a year who would not die. Every year that passes without an ISA mandate is a year those 2,400 do. The math is not complicated.

What automakers are actually selling

Most major manufacturers already build ISA into their European models because the law requires it. Many of those same platforms sell in the United States with the ISA hardware disabled or removed. The cost of the system is negligible on vehicles that already have forward-facing cameras and GPS for lane-keeping and navigation. It is not experimental, not expensive, and not waiting for a breakthrough. Automakers know this. It is sitting in the parts bin of every global automaker, activated on one side of the Atlantic and switched off on the other.

What you should check

If your vehicle has adaptive cruise control, it already contains most of the hardware an ISA system would use. Some newer models from Volvo, Ford, and Peugeot sold in the US include partial speed-limit recognition that displays the posted limit on the instrument cluster but does not intervene. Check your owner's manual for "speed limit recognition" or "traffic sign recognition." If your car can read a speed limit sign and display it on the dash but does nothing when you exceed it by 25 mph, you own a car that has been deliberately configured to inform you of a problem and then watch you create it.

Limitations

ISA is not a silver bullet, and claiming otherwise would undermine the case for mandating it. Camera-based systems misread signs in construction zones, confuse speed advisory signs with regulatory limits, and perform poorly in areas with missing or obscured signage. The EU mandate requires only a passive system: an alert, not a hard limiter. Drivers can override it, and early data suggests some do. No surprise there. The 64 percent NYC reduction came from an active limiter on fleet vehicles whose drivers did not own the cars and could not disable the system permanently. Consumer vehicles, where drivers can override the system permanently through settings menus, will likely see smaller reductions. ETSC's 20 percent fatality reduction estimate is a long-term projection, not a first-year guarantee.

Strongest counterargument

Speed limits in the United States are set lower than actual traffic flow on many highways, and universal compliance would create dangerous speed differentials between ISA-equipped vehicles and older cars. Mandating ISA without first rationalizing speed limits could increase certain crash types, particularly rear-end collisions, as ISA-equipped vehicles decelerate while surrounding traffic does not. This is a real engineering concern, and dismissing it would be dishonest. It is also the kind of argument that has stalled every vehicle safety mandate in American history, from seat belts to airbags to electronic stability control, all of which eventually passed and all of which saved thousands of lives per year despite the objections. The EU resolved the speed-limit calibration problem by mandating the technology and letting driver feedback correct the outliers. Two years in, the sky has not fallen.
