Allstate Says Brownsville Has America's Best Drivers. Federal Data Says Texas Kills 2.5x More Per Mile Than Massachusetts.
Allstate dropped its 2026 Best Drivers Report this week, and Brownsville, Texas, won again for the second consecutive year, with its drivers averaging 14.99 years between collisions, making them the safest in America.[1] Boston came in dead last at number 200, where drivers average 3.76 years between crashes, and three Texas cities landed in the top 10 while the Northeast dominated the bottom. Every local news desk in the Rio Grande Valley ran the press release verbatim.
One problem: the metric Allstate uses to define "safe driving" has almost nothing to do with whether you survive.
NHTSA's Fatality Analysis Reporting System tracks the thing that actually matters: death. In 2023, there were 40,901 traffic fatalities across the United States, at a national rate of 1.26 deaths per 100 million vehicle miles traveled.[2] Massachusetts, home of Allstate's most collision-prone city, posted a fatality rate of 0.51 per 100M VMT, which is the lowest in the country. Texas, home to three of Allstate's top 10 "safest" cities, posted 1.25, killing people at roughly 2.45 times the Massachusetts rate per mile driven.[3]
The inversion is nearly perfect. Allstate's top 10 draws heavily from Texas (Brownsville, Laredo, McAllen), Colorado (Fort Collins, Colorado Springs), and Idaho (Boise), and every one of those states kills at a rate above the national average or right at it: Colorado at 1.09, Idaho at 1.24, Oregon at 1.37.[3] Meanwhile Massachusetts (0.51), New Jersey (0.71), New York (0.75), and Connecticut (0.79) cluster at the very bottom of the fatality tables while their cities pack Allstate's most-dangerous list.
What Allstate measures is collision frequency, built from property damage claims filed between January 2023 and December 2024.[1] That includes every scraped bumper, every parking-lot love tap, every delivery van mirror that didn't survive a double-parked block in Cambridge, every fender kissed at a rotary that hasn't been redesigned since 1947. Dense cities generate these events at extraordinary rates because drivers are navigating tight streets, parallel parking in spaces that wouldn't fit a Miata, and passing through intersections spaced 200 feet apart, where crashes happen at 15 miles per hour, the insurance adjustor shows up, and nobody dies. In Brownsville, a driver might go five years without touching another car because the nearest vehicle is a quarter mile down a straight, wide road, but when the crash does come, it comes at 65 mph on a divided highway with no median barrier, and FARS gets another row in its database.
Speed explains most of the gap, because kinetic energy at impact scales with the square of velocity, so a 60 mph crash delivers roughly 16 times the force of a 15 mph fender-bender, which is the difference between a claim and a casket. Texas allows 85 mph on certain toll roads and 75 on most interstate segments. Massachusetts tops out at 65 on limited stretches of I-90. Layered on top of that: longer EMS response times in sprawling metros, wider roads that encourage higher operating speeds even below the posted limit, and a vehicle fleet tilted heavily toward full-size pickups with higher centers of gravity and worse pedestrian-strike geometry.
The strongest case for Allstate is geographic mismatch: their data is city-level, and the FARS fatality rates cited here are statewide, so rural Texas highways could account for most of the state's excess fatality rate, meaning Brownsville drivers might genuinely be both infrequent crashers and infrequent killers. Fair objection. But the Reason Foundation's urban-only fatality data tells a similar story: urban Texas posts 1.15 deaths per 100M VMT, while urban Massachusetts runs 0.70.[4] Smaller gap, same direction. Boston's dense, crash-happy driving environment is still killing people at a lower rate than Texas's wide-open urban corridors.
Allstate has published this report for 18 years, and in that time, not one outlet that ran the press release has cross-referenced it against federal fatality data. The framing encourages a seductive, lethal assumption: fewer collisions means safer driving. It does not. Fewer collisions at higher speeds means each crash is more likely to be the last thing you experience. If you are choosing where to live based on driving safety, ignore the report that counts dented fenders and read the one that counts coffins.
